Regional Director of 2010 Census
Chicago Regional Office
The Mexican American Legal Defense and
Educational Fund (MALDEF) is the nation's leading
Latino litigation, advocacy, and educational outreach
institution. Founded in 1968 in San Antonio, Texas,
MALDEF works to safeguard the civil rights of Latinos
and empower the community to fully participate in
American society. We are currently seeking a
Regional Director of 2010 Census in our Chicago
Regional office to develop and implement a bilingual,
multi-media outreach and education campaign to
promote the Latino community's participation in the
U.S. Department of Commerce's Bureau of the
Census decennial population count in 2010. The
Chicago Regional Census Director is responsible for
dissemination critical information to Latinos residing
in the states covered by the MALDEF Midwest
office.
Job Responsibilities: Analyzes In collaboration with
other staff assigned to census related programs
coordinates Census 2010 outreach, education, and
media activities in the Midwestern United States.
Working with the National Census Director and media
consultants, coordinates and disseminates MALDEF
census promotional material within the assigned
region including print, broadcast, and electronic
media
in English and Spanish. The Regional Census
Director travels to areas outside of Chicago with high
hard-to-count scores to promote Census participation
including Iowa and Missouri, and other Midwestern
states. Communicates regularly with MALDEF
census, policy and legal staff to monitor Census 2010
policy and implementation in assigned region;
maintains regional database of volunteers,
cooperating organizations, and governmental and
media contacts; and prepares weekly and quarterly
reports of activities to the National Director of Census
2010.
Requirements: Bachelor's Degree required. A
minimum of 2 years public speaking broadcast media
(radio or television) experience is required. Must have
outstanding interpersonal skills and be able to form
and maintain relationships and alliances. Strong
analytical and problem solving skills required. Must
be able to handle multiple tasks and to organize and
prioritize workload efficiently. The successful
candidate must be able to speak Spanish with a high
level of fluency. Equal proficiency in writing Spanish is
desirable. Must have excellent public speaking
abilities, and be able to articulate the importance of
Latino participation in the Census 2010 to a wide
variety of audiences in person, on television, on the
radio and through public service announcements.
Must have excellent computer skills, and be
particularly adept with electronic mail, word
processing, database management, and
spreadsheet
software. Excellent verbal and written
communications skills, with particular attention to
detail and accuracy, are required. Valid Illinois Driver
License and automobile insurance required.
Desired Skills: The successful candidate will have
in-depth knowledge of community organizing and
relationship building; knowledge of and support for
MALDEF's principles and organizational goals, as well
as an understanding of how a law firm functions;
knowledge of and an ability to work with print,
electronic, and broadcast media; the ability to prioritize
workload and to meet deadlines under pressure; the
ability to perform work in an office setting, requiring
ordinary physical activity; and the ability to travel
frequently by automobile or airplane as
required.
Compensation: This position is funded for 12 months
only. $38,000 to $42,000 per year plus benefits.

REPORTS TO: Deputy General Counsel
POSITION PURPOSE:
Associate General Counsel I may represent the
Authority in legal matters relative to various types of
law. This may include issues related to real estate,
contracts, procurement, litigation of claims against or
on behalf of the Authority, consent decrees,
employment, labor, ethics, and the counseling of
departments on various legal issues.
SUMMARY OF ACCOUNTABILITIES:
Examples of the responsibilities of this position may
include, but not are limited to, the following:
- Represents the CHA in all phases of litigation
including trials, motions, pre-trial conferences, etc.,
preparing the legal defense for pending litigation or
claims filed against the Authority.
- Research and draft pleadings, dispositive motions
and appellate briefs including oral arguments, in state
and federal courts.
- Provides research, factual information, counsel
and guidance with respect to negotiations, HUD
regulations, CHA policies, federal law, State law, as
well as municipality laws and case law.
- Conduct administrative review hearings for
grievances within different CHA departments and
within the City of Chicago Department of
Administrative Hearings.
- Provides advice to management on how legally to
achieve their goals and comply with the law.
- Organize and respond to written and oral
discovery.
- Conducts investigations by preparing subpoenas,
conducting depositions, etc., and prepares witnesses
to testify at trials or hearings.
- Evaluates both liability and damages of cases for
purposes of settlement and/or trial.
- Supports CHA departments by reviewing and
analyzing legal service request, e.g., may review and
reject contract documents prepared by the
Procurement and Contracts Department.
- May direct the activities of professional and
support personnel on special projects.
JOB SPECIFICATIONS:
This position requires a Juris Doctorate degree,
admission to the Illinois Bar, United States District
Court for the Northern District of Illinois, Trial Bar,
United States Circuit Court of Appeals and a minimum
of five years experience. Further requirements consist
of superior drafting skills, substantive knowledge of
the law as well as HUD rules and regulations; a
thorough understanding of CHA operations; and
general knowledge of legal/trial practices and
procedures in various courts. Effective analytical,
verbal and written communication skills are
necessary
to prepare legal defenses, analyze documents, and
conduct legal research and investigations. The
incumbent must have the ability to work in a
pressured
atmosphere.
WORKING CONDITIONS:
The duties of this position are performed primarily in
an office environment under normal conditions. Some
occasional field work may be required as well as the
attendance at meetings at other agency facilities and
making court appearances.
